About the Trade Permit
Transportation and distribution are defined as activities to distribute or transport any specimen of wild fauna and flora which consist of collection, bring along, transshipment and captivity of specimen which have been being collected from the wild habitat and or which originated from captive breeding or from breeding of wild base population which aims for advance utilization. For the time being, the collection and distribution of wild fauna is more in term of quantity, species and frequency rather than plants.
Wild fauna: all animal living in terrestrial and water and or air which still posses status or characteristic as a wild in the wild habitat and or in captive breeding which captived by human.
Wild flora: all living plants in the wild and or cultured which posses species biological origin.
Export : all activities related to bring, to ship and to send from one place to another, within the country or overseas of all plant and animal specimen which are collected from the wilds all as the product of captive breeding for both commercial and non-commercial purposes.
Re-Export: all activities related to re-send or re-distribute all plant and animal specimens which previously being introduced from the sea to Indonesian jurisdiction from the habitat which is not under any state jurisdiction.
Wild flora and fauna which are allowed to be exported are those unprotected under the current legislation, which originate from:
- Wild habitat in accordance with the set annual quota by Directorate general of Forest Protection and Nature Conservation, based on the recommendation of CITES SA (Indonesian Institute of Science-LIPI).
- The product of captive breeding, the first generation offspring (F1) from the species not being protected under the current legislation or the second generation offspring (F2) for those species not being protected under the current legislation.
- Being declared by Minister of Forestry as wild animal as for hunting purposes as recommended by Indonesian Institute of Science (LIPI).
The specimens for being traded, transported could be from:
- Species under CITES Appendix or non-Appendix, being protected and not being protected under current legislation.
- From within and or outside Indonesian jurisdiction
The export of wild fauna and flora could be executed by overseas trader which forms
1. Individual or company, 2. Cooperative, 3. State Owned Company, 4. Private Owned Company

Requirements for Permit
Starting from 2007 the Ministry of Forestry issued a permit procedure circulation of wild plants and animals to the new foreign. The licensing procedure is issued to improve services in permitting the circulation of wild plants and animals (TSL) abroad, which is addressed to all permit holders of plants and wildlife dealers abroad. Permit application procedures and requirements as dealers Plants and Wildlife (TSL) for export to foreign countries can be done by submitting a request to the Director General of Forest Protection and Nature Conservation (PHKA), the copy is sent to the Director of Biodiversity Conservation and head of a local KSDA. Such application is equipped with the recommendation of the Head local BKSDA, dossier (BAP) Technical Preparation by local BKSDA, a copy of the notarial deed Establishment business license, a copy of Business License (SIUP) or Certificate Based Interference Law, a copy of Taxpayer Identification Number (TIN), Company Registration / Individual, and the company’s proposal for a new permit application or Annual Work Plan to request an extension.
Permits dealers Wild Plants and Animals abroad can only be given for two types of specimens. First, a specimen of the type of TSL are not reserved, taken or captured from the natural habitats and listed in the quota, as well as from breeding results, including the results of the development of nature-based population. Secondly, a specimen of the type of TSL protected breeding results, and specimen types are designated as protected wildlife hunting.
While the permit application procedures and requirements for issuance of Transport of Wild Plants and Animals Abroad (SATS-LN) carried out through the issuance of SATS-LN request submitted to the Director of Biodiversity Conservation at the following addresses: Mangala Building Block VII Wanabhakti 7th floor, Jl. Gatot Subroto, Jakarta.
To request the issuance of SATS-LN new by attaching files requirements consisting of the application form exports (Form C), dossier (BAP) of local BKSDA, the origin of specimens TSL (either permits fishing, SATS-DN, CITES import permit), the Association of TSL related recommendations and quotas, and the Director General of Nature Conservation Decree on Granting Permit TSL Overseas Distributors valid.
To request the issuance of SATS-LN extension, or change the destination address by attaching paperwork requirements, consisting of a request to extend a permit or alter the destination address, and SATS-LN to be extended or changed address.
Service counter is open every weekday at 09.00 13:00 pm, and non-tax payments, made after SATS-LN signed. SATS-LN validity period is for 6 months with the change of address and renewal documents SATS-LN maximum of 2 times. Incomplete application file is returned to the applicant and may be re-submitted after completion requirements are met.
